Board of Directors Mayor Dave Raughley Board of Directors Email: dave@apporiver.org I was born in Wilmington and raised in New Castle. I graduated from William Penn High School in 1977 and went into the U.S. Navy Seabees in November of that same year. I attended Builder A school in Gulfport Mississippi after boot camp, where I graduated as an honor grad. During my tenure in the Navy I attended several other construction related schools along with several leadership schools. I received an honorable discharge from the Navy in November of 1982. I then returned to Delaware, living in the Bear area and worked at several construction firms until 1990. I then began working for AuClaire School as a Maintenance Supervisor and moved into facilities management. In 1997 I began working for Girls Incorporated of Delaware as the Director of Facilities. We moved to Townsend in 1999. Curious of the town government, I attended every Town Council meeting and became quite involved with their decisions. I was asked to become a Town council member in 2000 when a long time council member passed away. By unanimous vote, I was appointed onto Town Council to fulfill that term. I remained on council as councilman for four years. In 2004 I was appointed by the town council to be the Mayor of Townsend. I have remained the Mayor of the Town of Townsend to present.
